I have the right to issue an attestation of fact in accordance with the law. This certificate of fact(certificate of attestation) is well received in the United States. However, due to differences in laws and systems, my certificate may not be accepted. If you want a more reliable method, it is recommended to get a notarization from a notary public. As you may know, there is no notary office in Songdo. There are three or four in Munhak-dong where the Incheon District Court is located.
You can visit there with the original English text, Korean translation, and ID. In some cases, delegation is also possible. Of course, you need a power of attorney to give to the delegator.

If the U.S. bank does not require an Apostille legalizatoin, the document will be accepted in the U.S. with a seal of a Korean notary. After reviewing the PDF file you sent, it seems that notarization is needed for now. My certificate of attestation may not be accepted. I think the form of the PDF file is complete. You need a Korean translation if you want to get a notarization for your document. In your case, I think that notarization of the U.S. Embassy may be more convenient.
